ISM — Safety Management

The International Management Code for the Safe Operation of Ships and for Pollution Prevention (ISM Code) addresses the responsibilities of the people who manage and operate ships and provides an international standard for the safe management and operation of ships and for pollution prevention.

 

The application of the ISM Code should support and encourage the development of a safety culture in shipping. Success factors for such development include: commitment, values and beliefs.

 

The Code establishes safety-management objectives and requires a Safety Management System (SMS) to be implemented on board and at the management company which assumes responsibility for operating the ship.

 

The ISM Code also requires every vessel over 500 GRT (gross tonnage) to be issued with a SMC (Safety Management Certificate), which verifies that the company and its shipboard management operate in accordance with the approved safety management system.

 

Every company is expected “to designate a person or persons ashore having direct access to the highest level of management”.

 

The procedures required by the Code should be documented and compiled in a Safety Management Manual, a copy of which should be kept on board.

Velonà Yachting has been awarded a DOC (document of compliance) certifying that we fully comply with the requirements set by the International Safety Management (ISM) Code for the management and operation of commercial vessels.

 

We will arrange for initial and annual audits of vessels to be carried out in accordance with the ISM code.

Velonà Yachting is then required to establish and implement a policy for achieving these objectives. This includes providing the necessary resources and shore-based support.

 

We will draw up and agree with the Client representative a Safety Management System (SMS), which will include:

  1. OCEAN Independence Company Policy and Procedures Manuals to enable compliance with the ISM Code for all Registrations.

  2. Vessel Operating Procedures Manual to enable compliance with the ISM Code.

  3. Vessel Safety Procedures (to be included in the yacht Operating Procedures Manual).

  4. Written procedures and pre internal audit to ensure that yacht crew, related to the safety and protection of the environment, is given proper familiarization with their duties.

  5. Contingency plans for the shore based Management Company and the vessel (to be included in the vessel Procedures Manual).

  6. An implementation plan and an appropriate time schedule for implementing the Safety Management System for the shore based Management Company and the vessel.

  7. Submission of the SMS documents specified above to the flag administration and arrangements for the audit of the yacht to obtain the Safety Management Certificate (SMC). On reception of the SMC, the vessel will be then under Marine Safety Services Document of Compliance.

  8. Appointment of the Designated Person (DP). The DP will be responsible and have the authority to monitor the safety and pollution prevention aspects of the vessel's operation and to ensure that adequate resources and shore-based support are applied as required.

  9. Internal SMS audits of the vessel as necessary to correct all inconsistencies and inaccuracies that become apparent.

  10. Provision of Emergency Response Services (ERS), which include professional support and guidance in the event of an accident involving human life, grounding, flooding, structural damage or other stability related problems.

The successful implementation of the ISM Code will ensure that a vessel has safety and environmental pollution risks under control. Among other things, a proper Safety Management Systems required by the ISM Code should:

  • ensure that all applicable international standards are complied with to help accidents prevention

  • ensure that procedures are in place to deal with any vessel emergency

  • ensure adequate communication between ship and shore side personnel

  • ensure that all crew members are aware of their role and responsibility and are adequately trained and have the appropriate resources to adequately respond in emergency case

  • ensure that all safety activities and operations are planned, controlled and verified
